Mr. Wang Baozhen went to Beijing to peacefully appeal on behalf of Falun Dafa and deliver truth-clarifying materials. As a result his entire family was taken into custody at the Botou City Detention Center in Hebei Province and held for slave labor. Mr. Wang was beaten by the lead inmate in his cell and by detention center officers, including Zuo Guangchao. He was also forced to pay an exorbitant fine of over 9,000 yuan.

In 2001, Mr. Wang was arrested several times by the local police. Zhao Dongshen, head of the Botou City State Security Squad, Guang Chunzhu and Song Hongfeng of the squad, and Liu Jian from the Fuzhen Police Station carried out the arrests. Mr. Wang's family and some other local Falun Dafa practitioners were forced into exile as a result of police roundups. His two sons were arrested at his home in 2001 and 2002 respectively. Under the weight of the local authorities' persecution, Mr. Wang died at his home in February 2003.
